Allow the USA to rule the world.
We have already proven that we can rebuild Europe and Asia at the same time after devastating wars caused by their aggression, we have unlimited generosity and among the best sense of freedom and values to do what's right for developing nations.
We also have the best allies you could want in Britain, Australia, Poland, Italy, and Japan, who all share our values and generosity and are already assisting us in this effort.
For example, the US patrols the world's waterways eliminating piracy. The Australia Group takes steps to minimize the development of WMDs worldwide. Japan offers impressive assistance monetarily. All the named countires are usually at the core of any Coalition acting to end terrorism and international crime.
I wish we could add other European countries to the list, but lately they seem to be too self-absorbed and corrupt to contribute anything of value.

Unify all of the countries of the world; paint them the same color and make them worship the same religion.
And make sure that everybody just wants to do their jobs, and never get promoted or get a raise.
Or want anything more than what they already have.
To answer your questions, wherever there are people unsatisfied with their station in life, there shall be wars. Thus, they are "unreduceable."

reduce the number of humans.
As long as there is life there will be conflict. As long as there are differences in social, political, economic, physiology, theology and economy there will aways be war.
The only way to reduce the scale or number of wars is reduce the number of people able to fight in those wars. Because you can not force people to change who or what they are, or who or what they dislike of fear.
It's sad but it's true.

Making people understand that there are alternative ways to solve problems such as “talking things out”!!!
But then again everyone wants to rule the world and no one is prepared to give in, so I wonder whether war is something we can stop!!!!!
