I think you can contact me if you want through Yahoo. I cannot solve your problem I might be able to help. I ran an Arts Centre and we did INSET courses for Sec school teachers. I also had a band which was regularly invited to the National Festival .
Start from small beginnings and see what works Kids like anything they can manage and sounds impressive. Singing can be good but they may be prejudiced against it. The trouble with a piano is that you are doing the work and you are playing the instrument.
You could look for a suitable musical as a stop gap.

Hi My Children's School have an emphasis in Performing arts - they hold a regular talent show with categories such as Dancing (using all styles of music), solo artists in Voice and instrumental, innovative use of everyday items in a musical setting, Choral (traditional and modern- i.e: Rap like music with different people adding sound effects using only their Voices/ mouths). When these are on basically the whole school turns out for the evening - the judging is done by Pupils so they are involved at all levels and also "Cool" parents are invited - great fundraiser for the school with sales of Tickets/ CD's and DVD's (gets the whole department involved from Sound production, Lighting etc etc) Above all the Kids and teachers have a load of fun !

How about a drumming class. Drums can be made out of so many things, young people enjoy it. Its good for the soul.
In this way you are literally making music.

How about an a capella group, or a handbell choir? All you need to play handbells is a sense of rhythm, really. Just highlight your notes and count - and it's fun to watch and pretty cool to listen to.

how about a battle of heavey metal bands and hip hop djs...
setting up a gig with lights, etc...
something with much sexy ommph...
not dinalinging sissy triangels.
Or setting up a rave type event like in www.accessallareas.org.
Hell how about a regular teen nightclub type event where they do most of it...
