India's Parliament adopted the Child Marriage Restraint Act in 1978 (a revision of the British Child Marriage Prevention Act of 1929 and the following amendment of 1949) setting 18 as the minimum age for women to get married and 21 for men. But, the law seems inconsequential when it comes to protecting the rights of the poorest and most vulnerable people in society. So to my best understanding , education of rural masses should be seriously considered and there should be serious commitment from the people/societies and the government.

The problem with every "prescribed age" statute (whether regarding marriage or the age of consent or whatever else) is that it unfairly penalizes both
(a) those having at an earlier age the competence to responsibly execute the governed authority, and
(b) those having attained the prescribed age yet incompetent to execute the governed authority.
Assuming universal self-sovereignty respecting marriage (prohibition of marriages not predicated on informed consent and individual competence of the respective partners), the rest is a matter of culture.

Enforce the existing laws of 18 and 21.

most important is to educate. especially the rural people who r still guided by age old traditions.
there should be awareness campaigns for problems faced due to child marriages.

spreading awareness is the only option. peopl don't knw the consequences of child marriage, they have there own reasons to do so which according to them are not wrong.
