The 18th century is key not the 17th century. C would be right IF answered under the 17th century. D is more appealing to me . What you have is an economy being realized in the south based on the slave trade. Ironically, Virginia led the population with almost half the population in Virginia being slaves. Also keep in mind as we think of North and South today, is not the same terms used back in the day. Virginia was characterized as a southern state. During the 18th century, it became a point of heated debate but side-lined by Madison in Congress. The nation chose to ignore the issue of slavery in lieu of making money.
