Please note that there is no rounding needed the answer is exactly 13.
Anyone who has mentioned rounding is obviously using a calculator.
However, whilst I commend you for helping your granddaughter, she does need to learn this for herself.
I have now seen your point about helping her rather than doing it for her. Good work. I wish more parents (and grandparents) took an interest in children's schoolwork.

to help here in fractional calculations the operand of and times are the same thing,
eg 1/3 of 39 = 1\3x39=(1x39)\3=13
Your likely to need this as well. if you dived by a fraction you turn it upside down and multiply:
30 divided by 1\3 = 30x3\1 =90

'of' in maths terms means the same as 'times', so one third times 39 is the same as one third of 39 ie 13.

It's 13. Think about it this way...
If you cut a slice of cake which was equal to 1/3 of the total cake, and you had 39 of these slices, apart from being a greedy fat bloater, you would have enough slices to create 13 whole cakes.
Any fraction multiplied, eg "2/5 x",is like saying "2/5 of".
