start ur pc and when booting press F8 now select safe mode and hit enter, the PC will boot into safe mode, once in run scandisk or whatevr u need to do, for eg backup ur data on a diff drive and then move forward for troubleshooting or er-installation

yuou registry is corrupt, you can try booting in safe mode and using restore, if that doesn't work do a repiar install of windoes
