I don't know how to define a bad ruler. But I think Israel and Palestine has the worst ruler of all. They have been fighting each other ever since. Even though they signed many memorandum of peace, both violated it and accusing one another. If both of the countries had a great ruler, they won’t be fighting

First of all, you might mean ruler of a nation, not the entire world. If that is the case, I would choose Stalin, who terrorized the entire Russia, was responsible for a massive genocide and also imposed his madman ideas in other countries from the Comunist block such as Hugary, Romania, Czechoslovakia.

Pol Pot was probably the worst leader ever, aside from Htiler, Stalin and Mao. Pol Pot didn't do one single positve thing for his country, but at least Mussolini made the trains run on time and the Taliban suppressed poppy cultivation etc. etc.

I would consider LUCIFER the worst ruler of the world before the creation of Adam and Eve. Because of his wrong management of the earth (poor government), his personal agenda, wanton disregard of authority and pride brought the first civilization into chaos and destruction to its inhabitant.
The first ciovilization was a one world affair of man and Lucifer (which called Satan today) ruled the earth.
Please read Exekiel, Isaiah, Jeremiah for this reason.
