Find a festival to get into. Make a game for the kids to play.

Examples: buy a fish tank, some tank gravel and two shot glasses. Put the gravel in the bottom the tank, fill it with water and then place the two shot glass in the tank in the gravel. Go to the "dollar" stores and buy stuffed animals ($1 each). Or better yet there are website that sell these type of trinkets for a lower cost...anyway, at the fair, people will try to drop quarters into the shot glass. If they get a quarter in the shot glass....they get a prize. If they don't...you keep all the quarters. There are also other games you could do. You could do the ring toss on the 2-liter bottles of cokes. You could do the quarter-throw on plates. Normal games you see at festivals. How about face-painting? Buy some stencils, sponges and/or brushes and some paint. Kids love this and parents will pay for it.

Make sure you do a budget since you only have $60.

Write a pamphlet called "How to Start a Small Business with $60 Cash" and sell it for $60/pop. Needless to say, the pamphlet should write itself...something like: "Congratulations on your purchase, I suggest you get started writing YOUR pamphlet right away...."

Small business needs hard work to progress. One example is you go buy half dozen of coke at 5 dollars and sell each can for 1.20. Run around the street to knock on people door. If you are lucky, some will ask you to deliever everyday. This is one way of starting small. Hope it helps. :)
