The first 9 questions were supposed to be cheated. They were stupid questions like "If the chicken cross the road what shirt was he wearing?" The questions were not real questions that dealed with anything. No one really was suppose to know the answers. The whole point was to see how well a team gathered information and Intel using their techniques. There was some people hidden during the exam that wrote down the correct answers but all in all that did not matter. The question was the real question #10.
The last question was do or die question: don't answer and your entire team fails the Chunin exams, answer and get it wrong and you stay a Genin forever. Naruto shows that he is not somebody who quits when he bursts out that he doesn't care if he stays a Genin forever, he will still become Hokage. The Genin who stayed behind all pass the first part of the Chunin exams (including Naruto, who didn't answer a single question on the exam but number 10.)

So Real exam was two parts
Gather information without getting caught. Or sit and do nothing like Naruto did :)
Not Quit on question 10

Like on the paper? It's just stuff about attack angles and strategy. Not important. It's more about what's going on around it.
