What's community control? If that's like house arrest, then, yes, I suppose they can keep him from attending church. It's not that they are specifically keeping him from attending church. It's that he can't go anywhere at all. It's like being in jail (and you likely get in custody credits for being on house arrest). Jail imposes severe restrictions. You can't go to church then. Being on house arrest means you can go to work, do a little shopping for food, etc., and that's it. He should feel lucky he isn't in jail.
Now, if he is free to go anywhere else like normal probation, and the PO says that he doesn't like him attending church and he can go to places like restaurants any time, then the PO is in the wrong and your husband should get in front of a judge to have that restriction dealt with. However, I suspect that isn't your problem.
The difference between house arrest restrictions and a specific restriction from going to church is a huge one. The first amendment to the constitution says the government cannot specifically tell you that you can't go to church. But I don't think that's what's going on here. I think that your Husband was told he can't go anywhere. He probably asked if that includes church. The PO said that includes church. And your question focused on the church part and not on the anywhere part.

he got violated? my husband was on probation and got violated and put on community control and was told he was not allowed to attend church ?
oh well thats what happens when you are a criminal.

Yes, they can. It's just like if he were in jail, they wouldn't let him out every Sunday to go to church. However, if you explain to you pastor the situation, I am sure he would come to your house Sunday afternoon and give him a service.

no, if for instance probation told you not to go to church because you are a pedophile which you are then you are allowed to go to the prison church where you belong. keep your hands off the kids!!!
