does the mouth < eat the biggest number such as 5 < 8 or the smallest number such as 8 < 5

Drop the "mouth-eat" picture, and go with "large to small" picture. Look at the sign < as a taper, where the small is at the pointy end, and the large at the open end. As in,

5 < 8

or

8 > 5

I use this trick: If you tilt the < slightly, you have an "L", so I always know < is "less than".
