Yes. I do it all the time. In fact, it's probably a good idea if they try to attack you because then you got a good look at their face. Cops always say to look someone in the eye when you walk down a street - it may even prevent an attack because they notice that you see them. You know what they look like.
Also, in job interviews you're supposed to look the interviewer in the eye. And when giving speeches you look at the audience in the eye.
