That is not much of a budget, but you could call Cookies By Design, they might have something small in that price range, I don't know if they have a website, probably do, google them. I know your mom would like them, they do a good job, it is like a bouquet of cookies.

Look online for a florist with a phone number listed near your mom, and call them direct and have them deliver the flowers and balloons, or ask them directly if they can make a gift basket up - one filled with goodies, maybe have them go to the store and get little mini cakes, some fruit and crackers to tuck into a basket with a balloon attached to the outside of the basket.

Calling the florist direct will save you the FTD online charge. Also, placing the order with the specified florist directly gives you a little more control over what is in the basket, and the costs associated with it. Then place the amount on a credit card.

Happy Birthday to your mom!

How far do you live from her and when do you need the gift? Not knowing what the specifics are makes it a little harder to try to suggest some things. FTD.com is way too expensive. Maybe you can try the link here if you want to take a chance and call someplace in Dallas direct. That would be your cheapest option..

What I have seen has been at least $30 so maybe you might have to think of a way to get a few more bucks.

Good luck hun.

This kind of thing is usually over $25 these days, as I am sure you have already discovered. Why not make something (brownies, cookies) or buy something nice and send it yourself. If you want the specialness of a special delivery, UPS or FedEx would fit in the budget if you made something yourself.

Also, a nice card and a heartfelt note about how you love and appreciate her would be valued for a lifetime.

Try a book or a cd she'd like

p.s. good luck finding any kind of cake, ballons, or flowers for under 25 dollars plus the shipping and tax.
