If an ocean fish had a disease that compromised its ability to remove salt from its system, yes, it would become dehydrated, because osmosis would result in water leaving the fish's body (the sea has higher than physiological salt concentration). Saltwater fish must "pump" salt ions out of their cells (making the water inside fresher than outside, but it's still a salt solution). Freshwater fish must prevent excess water from entering their cells, as it tends to by osmosis, so as long as they are in fresh water they could never get "dehydrated" - they'd tend to become overhydrated if they got really sick and couldn't maintain their osmotic balance.

Well, ocean fish drink a lot of ocean water, and expell the excess salt in their urine. So, yes, they do drink freshwater, but they take in saltwater and expell the salt to get this freshwater. If they were kept in freshwater, they would die, of course, because they would drink so much water and, not being able to expell the salt, they would bloat.
Marine mammals, on the other hand, get most of their hydration from the foods they eat, and do not really drink the ocean water.

No. They do not need fresh water. It is harmful for most of them to be in water that does not contain about as much minerals (e. g. salt ) as ther own blood.

No, because they are adapted to the sea water. Putting them in freshwater would kill them.
