Because it is a polar molecule with negative oxygen at one end and positive hydrogens at the other. Because the hydrogens are small they can get very close to other atoms. That closeness and the positive charge causes what is called a "hydrogen bond" that attaches water easily to many things. So, it's wet.

dry is relative in this case. any alcohol that touches your skin makes you have same feeling but since alcohol evaporates faster than water, you can not feel it more. water evaporates slowly than you feel it more.
