We may not all have attended Harvard but anyone with common sense knows no matter what you use, DSL, Cable, or dialup, you dam sure need an ISP! Internet Service Provider if you dont understand that hi tech term! You dont just buy a modem and hook it up to the phone or cable!

You gave insufficient data for potential helpers/answers
- that is why You do not get a meaningful answer.

You have the hardware connected! Yes - You told us.

Have You got an Internet provider?
If not get a provider ( like local telephone company ).
Your provider will give You: a user name and password,
and a telefon nummer to ask his support and some docu how to do the connecting (well here where i live anyway).

Next You create a connection to his sub-net/server with
Windows connection wizard Yourself or You pay a tech to do it for You. Else You ask a PC knowing friend to do it for You. That will connect You with main/real Internet via Your provider's server.

If You have that already?
Make sure that Your IE gets past the software firewall.
( e. g. if You bought a second hand PC the previous owner can have installed a firewall). That is all that is to do.

p. s. Firewall is a common problem that is often forgotten.
Do not just deactivate - get one that is free for private users and easy to configure like Zone Alarm. Your PC will last no 20 minutes in Internet without getting virus infection if You do not have a working firewall installed. XP after 2nd update has a firewall but that is hard to configure and can be the reason why You do not get on-line. BTW. IE is not the best browser either. And Outlook aint the best mail program. Their main merrit is that they are pre-configured (often but not always). Why not ask a PC savy friend to come around for some food and a beer to do the install jobs for You?

That modem also has a built in NAT router. This is what allows you to have a LAN (Local Area Network) without internet access. If you do not have a subscrption to ADSL you will not be able to access the internet.
The packets you are seeing are packet used to test the connect between the router and the computer you are connected to.
If you are connected to the internet then attempt to "ping" a site that allows it's self to be pinged, like yahoo.com. If you get 100% loss you have a failed connection.

it seems to me that you are connecting to your router and not your ISP, there is quite a number of things to check, i didn't attend Harvard either, with experience its not hard to overcome, until then can you contact your ISP help-desk they can check it on line with you, if you get real stuck email me, i'm in new zealand but settings etc should be same wherever
