Yes. Delta Species are just Pokemon with a different attribute than normal. Example, you can evolve the Steel-type Delta Species Pikachu into a normal Thunder-type Raichu. If a card has a special requirement for evolution it will say so on the card. Like the Dark Pokemon with multiple evolutions.
