D. Y axis. You move 0 units to the right and 4 units down so you are still on the y-axis. The quadrants are labels going counter-clockwise. The upper right quadrant is one, the upper left quadrant is two, etc...

To plot the point (0,-4) you would go 4 units down from the origion (0,0). x = 0 is the y axis.
