1 F-While in the US a constitutionalists would fit your definition, constitutionalism is a government by Constitution as apposed to the whims of some grass-eating King (despot).

2 F a precedent is a case or instance of something (especially pertaining to a legal ruling) which is used in a court case to show that a given point of law (the point the lawyer is trying to make) has a history or has preceded before now and is thus historical the view that others or another court has upheld and the argument is that this status que should be upheld. The idea that the supreme court may decide weather a law is constitutional is a function given the court by the constitution and not precedence, although precedence may be used in that function.
3 F Suffrage has to do with voting rights, your thinking of the "Spoils-System".
4 Ex Post Facto is Latin for "After the Fact". You are thinking of Habius Corpus which Lincoln did suspend, the act was unconstitutional because he was not given the power to take away a persons rights without due process.
5 F Utopia (Greek for "No where")a book written by Sir Thomas Moore which was "Utopian" and thus we get the term "Utopian". Although, socialism and communal-ism are Utopian Ideas they have never actually produced a Utopian society or even a successful commune.

2 F - is a previous decision by a court of law (at any level)
3 F - suffrage is the overturning of previous law that excluded or denied one group its civil rights
4 F - ex post facto is a law that is written AFTER an event has taken place
5 F - utopia (literally means 'no place') is the ideal place (not just housing or a particular standard of living)
