He probibly isn't mature enough yet and just practising. My JRT used to hump the bitches head untill they were both ready and he always got there in the end, our older JRt would never "do it" in front of us we had to leave them alone in a room and spy through a window to keep an eye on them.
Oh and just to piss off the anti dog breeders I'm going to breed from my English Bull Terriers soon all pups have homes waiting I have a long waiting list coz my two are so lovely and loyal and have excellent blood lines.
P.S I'm not doing it just for the money I love my two so much they have the best temperments and I really want another coloured Bully.

I don't know a thing about breading dogs, but thank you for helping to keep pure bread rotts alive. So may people are against rott because of their size. If they are raised right they are wonderful.I have a female rott she is 4, and the best dog I have ever had (even better then a lab) and for all of you who said he should not breed his dog, you need to meet a rott they are big teddy bears. I have never met one that I haven't liked. they are so miss understood.

what day of her season is she on,also is he a novice stud,if so,you are going to have to get him used to being handled,you need someone to hold the ***** on collar and lead so as you can keep control of situation,put your male on a lead also,and be very calm,as he mounts her try and get your knee and push him forwards a bit,sometimes with these big chested breeds,they find it hard to pull themselves forwards therefore missing the "target"so the ***** has to be steadied also,like other posters have said he may just be practising,also the penis does not normally leave the sheath until penetration is taking place,
I also would like to say,I do hope you have had all relevant health tests,hip scores/elbow scores,heart testing etc,

He is likely not mature enough. Many males are not mature enough until 3 years old. (my breed, for instance)
They both need to be at least two, to have hips checked, and to discover any genetic problems that don't generally show until two years old.

If you are too stupid to investigate a breed you should keep your mouth shut! I have had Rotties for over 20 years. They are not vicious dogs. The owners who buy them, throw them in the back yard or train them to be mean are the stupid, ignorant ones.
I have NEVER had a mean vicious dog. You people who talk like you know something when you don't make me sick!!

i have purebeed pitbulls and RIGHT before she was ready our male finally dropped his nuts and figured it out but before the he would hump her head....when she is officially ready then he will figure it out if she passes her heat and he still hasn't then i would take him to the vet.....
in response to the people saying that they are a bad bread and that they should be fixed alittle info for you guys: most dog bites come from tiny snack size dogs.....just because you don't know how to handle a larger bread of dog doesn't mean the rest of the world doesn't....my parents were afraid of pitbulls and rotties until they met mine and now are absolutely in love....so you can keep your dumb *** toy dogs and we will keep our pitbulls and rotties...

I had a lab that was the same, the vet said he just wasnt mature enough, he never did get the hang of it!

Sounds like he is just not mature enough. Depending on the dogs age that could be the answer. If not the case just leave him and her in a small room when she comes into heat. I mean leave them in there until they lock up.
