Well really if you think about it. Breast do make you look larger. So if you are going with the skinny boy look breast kills it.

It depends on the clothes, I have definitely seen some women wearing things (especially low cut things) and thought she is too flat to wear that.

I think it depends on the outfit.
For example...if you are large busted and trying to wear an outfit suited for a small busted lady....your going to look silly and vice verse.
Anyone can look good in an outfit that fits their body properly and compliments their own better features.
I'm small busted, so I normally draw attention away from my bust by putting allot of effort into what i feel are my best features...which are my eyes/face and butt.hehe
Although, occasionally, I may wear a push up bra and a low cut shirt...lol...its not easy being teeny. hehe
