Is there any cheap community college for out-of-state student?

Approx. $4000 (Tuition) per academic year like there is no difference between in-state and out-of-state tuition. I've heard Geneese in NY, are there more?

No. Property tax paid in allows you to get a break but only in the county you live.

I think in Oklahoma even some of the 4 year universities are pretty cheap.

Pretty much all community colleges are cheap.
