DC and the creators of 52.
Did you read Infinite Crisis? Then you know why Superman has no powers.
Did you read One Year Later Superman #650 and Action Comics? Then you know why it took so long for his powers to return. That story was originally planned for the OYL jump.
Since Batman, Wonderwoman, and Superman were all going to be out of Action for the One Year, and 52 came to idea AFTER that, they had that to work with. The pitch for 52 is "A Year without Superman, Batman and Wonderwoman, but not a year without heroes." It was a chance for DC to focus on some of the other characters without the Big 3 to take charge of everything.
I personally think it worked well for 52 and the OYL jump in books.

Superman, Batman and Wonder Woman are a trinity of what's the embodiment of every known superhero in comic books. Yet the fact remained for a very long time in the DCU, the 'B' list characters weren't get much exposure in all of the titles. This maxi series is an amazing idea, concept and storyline rolled into one. All of them are being reminded of why they wear the tights in the first place and purpose they serve without Superman, Batman or even Wonder Woman to aid them.
It was Dan DiDio helped create the '52' storyline and made comic books fun to read once again. This guy knows how to sell for the masses of fanboys and general public as a whole.

Dc's. The idea of 52 is to focus on a year without the Big Heroes, so what good would it be to have Supes powered up?
I think it's great we're seeing the little guys shine.
