I live here in Vegas. You have some good answers. The Hard Rock, The Palms, Hooters.(Yes, Hooters....they have their own hotel here now and it's full of good looking women!)
There is a club call "The Beach" on the c/o Paradise and Convention center Drive. Only 5 minites from the Hardrock. this is a late night club. Remember, the bars don't close here! If you check this place out you will not be disappointed. I am certain.
Also, there are Always, Always, beautiful girls in Caesars Palace.......

the shopping areas, especially the one under ceaser's palace have lots of women, with their own money. sometimes the dancers in casino shows will grab a bite at nearby diners after work or between shows. look for tight butts in sweat or dance pants.
find a club that also has a ladies dayspa nearby, sometimes in the hotels.
and, if you decide, the Crazy Horse Saloon is fun and safe and some of the pretty ladies are actually decent and bright and not always opposed to friendship or dating or relationships. i lived there. i'm female. have a good time!.

Vegas is not the place to meet single women --there are too many professionals and how are you to tell the difference? Try going to the pool at your hotel, the first thing you have to identify is the other 'guests' ---unless of course, you are looking for a 'professional.'

Hotel lobby is a good place to meet single women. If she checks in single, then she must be single. You can offer to carry her bags.
