It really depends, in some cultures married women wear wedding rings on the right hand, not the left. In others, people wear rings on one hand if they are engaged and switch to the other when married.

It used to mean that the person was entered into a Partnership, commonly a same sex partnership. It was used more in the early to mid ninety's. Now though....it really doesn't mean anything besides that the person likes to wear rings.
