Naked people who need clothes, some sort of fabric or relatively flexible material like cotton, wool, or even burlap, and something to hold it all together, whether it be as crude as hemp twine or fine like silk thread.

I would suppose that any item worn on the human anantomy that effectively conceals flesh could be considered clothing.
