This is a victory for US diplomacy that Saddam was first isolated from his Islamic compatriots and then got hanged; so that there is none to mourn.

Iran is a long-time enemy of Saddam's regime, so it probably wishes it had something to do with Saddam's death, but it didn't.
It would be logical for Saddam to suggest this, however, since both Iran and the US were his enemies.
The problem is, though, that Iran is also an enemy of the US.
