is "smart pc" safe?

I am having problems with my registry, and was instructed to clean it. When I started to download Smart PC, a securtiy warning appeared telling me that the publisher can't be determined because the authenticode signature wasn't found.

Depends. I have downloaded Microsoft software and then get the same message. But that is just a warning when programs are not certified. But you can go ahead. I got pcpitstop as it was only one price forever, and it it good. There are those that clean your register for free, granted. But pitstop will maximize you settings too.
