Search on a good search engine for "free web hosting". Sometimes you can get a free domain name but usually not.
there really isn't aything like it that is really free. You always have to give something up such as providing advertisement space on a site you create.

The republic of Tokelau doesn't have enough citizens who want their domain names that end with .tk.
You can go to http://www.dot.tk/ to get a free domain name that ends in .tk so people can get to your page by www.yourname.tk .
The domain can be redirected to a free hosting service.
