I think the point of this problem is to test your understanding of the order of operations. PEMDAS is the mnemonic I use. Also, Please Excuse My Dear Aunt Sally is another memory trick to use. They mean to address the parts of the expression in the following order: Parentheses, Exponents, Multiplication, Division, Addition, then Subtraction (left to right when a decision needs to be made between competing equal operations).
The divison bar is equivalent to parentheses. In order to address what is being divided, exponent is at the head of the list so make 2^3 into 8.

The correct answer is none of those.
Rules of precendence makes this:
(24/23)-3 = 24/23 - 3(23)/23 = (24-69)/23 = -45/23

A good rule to remember is BODMAS . B stands for "Brackets" O stands for "Of" , D for "Division", M for "Multiplication", A for "Addition" and S for "Subtraction". They must be used in that order!
Therefore (and assuming you mean 24 divided by 2 cubed - 3)
2 cubed = 8 (2 X 2 X 2)
24 divided by 8 = 3
3 - 3 = 0

Therefore your problem can be rewritten: (24/23) - 3
