Hmm my dad has just one eye and i think he does just fine whether he is winking or blinking

Blinking. This is because winking is a gesture and it involves the other eye staying open. Also, when you wink you use more of your forehead and cheek muscles.
Try this: Wink normally. Then, put your hand to gently hold one eye closed. Then close your eye. It takes a lot less to blink then wink.
They're two completely different actions, even with one eye.
