I have a Western Digital 320GB external hard drive and I want to know if you can install an OS on it and/or programs on it.

Yes, so long as the drive shows up as a boot option in your BIOS.
On most all newer PCs this will indeed be the case.

the answer is yes u can, although it is not always recommended.
Running a small program from an external hard drive is going to be fine (movies, music, low resource games).
On the other hand, running an OS or high resource games (heavy graphics) or programs might give you some performance issues because reading and writing to an external harddrive is not as fast as reading/writing to an internal IDE or SATA drive. If that's not an issue, then yeah feel free to install externally.
