Sniffles was created by Chuck Jones early in his career and debuted in the 1939 cartoon, "Naughty But Mice". He was initially designed by Bob Givens, but was slightly altered several times. Though the cartoons lack the comedy found in the work of the other directors, they do have a certain charm to them. They are beautifully animated and have a little bit more of a realistic quality to them. There are a few funny moments to be found in Sniffles cartoons, you just have to pay attention.
Sniffles seemed to have a multiple personality disorder. Most cartoons show Sniffles as a cute and naive character who is very curious about things. The cartoons often times have him run in to something that was big and scary, such as Frankenstien ("Sniffles and the Bookworm"), a toy duck ("Toy Trouble"), an owl ("Little Brother Rat" and "The Egg Collector"), or a cat ("Sniffles Bells the Cat"). Sniffles talked in a sort of fascinated, happy, curious manner with a girlish voice. The cartoons did not really rely on comedy, but rather on their being cute and well done. A few of these cartoons also featured a silent bookworm (also designed by Bob Givens) that eventually became a friend and companion. In sharp contrast, his last cartoons feature Sniffles as a little blabbermouth who just won't shut up. It seems to me that Chuck Jones changed the character of Sniffles to make him a bit funnier, Jones had finally gotten out of his cute rut of cartoons by 1942, and so another slow Sniffles cartoon just wouldn't fit in. So in the 1943 cartoon "The Unbearable Bear" an new Sniffles was introduced, a Sniffles that assumed the personality traits of Batty, a bat seen in the 1941's "Brave Little Bat". Even to this day Sniffles is characterized as talkative, even though most of his cartoons do not show him as such.
When trying to find out just who provided the distinct voice of Sniffles, I ran into several conflicting sources. "That's All Folks: The Art of Warner Brothers Cartoons" claims that a woman by the name of Bernice Hansen was the primary voice, but the "E.O. Costello Warner Brothers Cartoon Companion" states that Gay Seabrooke was the primary voice (based of of a study by Hames Ware). Other actresses are also noted as providing Sniffles' sweet squeaky voice, such as Sara Berner, and Sylvia Picker.
Sniffles made his last appearance in 1946's "Hush My Mouse", after that the character was retired by Jones and never made another appearance in a Looney Tune or Merrie Melodie cartoon ever again. It seems obvious why Jones would retire his first real star, he had just moved on. He probably lost interest or just couldn't see how he could keep the character funny. Sniffles didn't totally disappear, he did live on as a feature in "Looney Tunes and Merrie Melodies Comics" up until the 1960s. Sniffles was characterized differently in these and was also given a permanent friend, a little girl named Mary Jane. Mary Jane would use magic to shrink down to the size of Sniffles and they would go on adventures.
