It has a lot to do with the way they were raised. Many parents go too far in a certain direction and overcompensate for whatever mistakes their parents made- if they grew up in a strict family, they want to let their kids have more freedom, etc. On the other hand, many parents repeat the parenting styles they were raised with because that's the only thing they've observed.Their life experiences past childhood also affect how they raise their kids- if they felt that they screwed up in a certain area of their life, they might try to hard to make sure their kid doesn't do the same thing because they want them to have a better life. That's why some parents are overcontrolling about grades, sports, or whatever.

Fathers - like everyone else - all have their own personalities.
If "cool and laid back" is the kind of father you think is good there are only so many of that type of father. There are worrying fathers, caring fathers, hard-working fathers, intelligent fathers, wonderful fathers, almost perfect fathers, etc. - and then there are loser fathers, abusive fathers, and abandoning fathers.
Who gets what kind of father is a matter of luck.
One thing to remember, though, is that your idea of a great father and someone else's may be entirely different.

It all depends on their personality and character. If you're a miserable person in general you're going to be a miserable dad. Not everyone is cut out to be a parent but people do it anyway
