Yes! But what's worse is when the pipes burst from being so frozen. It's because they still have a little standing water in them....Next time it's really cold-like below freezing--turn all the faucets (on the cold side) on at a nice trickle (not a drip) and leave them on for the night. It'll keep the pipes from freezing and/or busting. Another good idea is to cover all outside water faucets that are on your house. (It costs thousands to repair busted pipes!!!)

Hi....I live in an old farmhouse in rural Minnesota with old pipes and old fashioned insulation. I have this problem on a regular basis. You can try wrapping your exposed pipes in heat tape. That may help. Since we have a pump house, I keep a small heater going in there on the pipes and sometimes we just have to thaw them with a sunflower/propane heat.....I make my kids do their showers in the evening when I know it is going to be cold and I keep bottled water on hand for teeth brushing and we make it......

Turn on the heat in your apartment and every now and then open the hot water faucet just for a few minutes.

LOL, yes we thought our water was turned off but it turned out the pipes were frozen. I don't know how to prevent it though, good luck with that.

You can also put in an opening/vent in your heat pipe in the cellar to let some of the heat enter the cellar and keep the pipes heated.

Chicago girl is right and you can just open the cupboard doors under the sinks to allow heat in.
