These dots i suspect maybe fungues dots that get on when a towel is left wet in a warm enviroment.

Clorox Chlorine Bleach (yes, the old kind in the white bottle). It will not hurt colored towels either if used once sparingly. That is mildew/mold you are seeing on your towels. Chlorine Bleach kills it and removes it. Mold grows in the wood on my deck and Clorox takes it right away. Wash you towels in hot water with Tide (or something similar like Gain or Surf) add a cup of bleach to the water then let the water agitate a moment and add your towels and Viola! it should be gone.
