Yes, public education is one obvious one, as being able to read, write, and do simple math is pretty basic to most jobs.
Second, make sure workers receive fair compensation. The more disposable time and income workers have, the more they create opportunities within their own communities.
Thirdly, Crack down on corruption, prejudice, organized crime, and unfair and unsound business practices in general. These things destroy jobs and money Instead of creating them. Shut these guys out of business.
Fourth, and maybe less obvious, provide more money to small entrepreneurs. There are lots of people with ideas about how to make a living for themselves, but many simply do not have the resources to do so.
These are a few things that can be done, but there are many more.

Population is actually an asset: that it appears as a liability is because of Corruption. If Indian society and economy had been 75% less corrupt than what it is today, casteism, separatism and terrorism would have not been there at all and unemployment would have been negligible and temporary in nature. So, Corruption is India's biggest problem. Corruption has been brought to India by the Muslim invasion and cultivated by the British rulers. The Native rulers since Independence.have strengthened mechanisms and systems so that corruption can flourish.

not to search for a particular nature of job, or for a particular salary, or particular place etc., finding the job is one aspect and creating the job for oneself is the other.
While finding a job, normally we will be asked for a minimum experience which could not be possible without getting a job. So, we have to keep ourselves open for any type of job only a botheration for a salary+to get experience which will later leads us for a bargain with the employer.
Creating a job means, there are plenty of opportunities in the market if we are not particularly bothered about our educational background. Visiting the websites, joining a forum in the internet, browsing through newspapers will give an insight into the job opportunities.

Stop believing in a faith that teaches that the poor and suffering people deserve it for what they did in a prior life. As long as that's the main line of thought in India, it will always be a backward country. The poor have no hope, and the people in power don't see them as capable.
What made the USA so successful is the belief that all men are created equal. Hard work, not what caste you were born into get you ahead in life.

2) Let GOI take up the master project to link the Ganga Kauveri
rivers.
3)Let GOI /Railways covert all unmanned level crossings into manned level crossings, keeping the person emplyed /engaged for 8 hrs with useful work apart from manning the level crossings.

employment rate and the economy of a country are interlinked .....so to improve either of them the country should firstly focus on their respective major sources of livelihood ( like in India agriculture,,Japan it is completely industries )...hence forth both employment and commerce can be improved.....

Decrease population,increase literacy.
Education system should be designed to encourage enterprenurship rather than pursing for a govt job.
Make govt jobs un attractive ,that would push people to start their own small businesses.
