The idea Pakistan emerged on the basis of uniting the Muslims of south asia after it was realized that the hindu majority and the British rulers cannot rule justly as the muslims at that time were being persecuted. Inorder to give the identity of muslims a shape, the names of the regions where they were in majority was chosen. the basis for this is the two nation thoery (muslims and hindus)

Iran or iraq were soveign countires and to name them at this time on tirbal or ethnic basis would be malifide. They alredy have a identity, while the south asian muslims in 1947 did not have a proper id, so they adopted the name Pakistan.
