Talk to your senator or congressperson in your district. You have to be chosen by your political party to go, but they do use a lot of volunteers. I went to the republican convention in NYC & it was an awesome experience. They put me in charge of handing out t-shirts. Pretty easy job & a lot of time to sightsee or whatever.

I'm almost certain you have to be selected as a delegate from your state to get in the building.
