Running zombies is sort of a hot topic of debate within the zombie horror community. Theories abound as to why some zombies can run while others can't, and neither version is right or wrong. However, most movies with running zombies will explain why they're able to.
In 28 Days Later, the zombies are actually living people that have been psychologically altered by the "Rage Virus". When you get angry to the point of wanting to inflict bodily harm on someone, you'll experience a rush of adrenaline that will make you faster and stronger. The only difference here is that the Infected experience this adrenaline rush 24/7 due to their constant state of homicidal anger. Therefore, the reason why the 28 Days Later zombies run is because they are constantly in a state of murderous rage. They'll attack anything that moves and kill it with extreme prejudice.
In Dawn of the Dead '05, the creators mentioned numerous times that they made the zombies run in order to have them stand out amongst the sea of other memorable zombie movies. However, my personal theory is that something in the disease causes some of the more primitive parts of the brain to work in overdrive after reanimation. Things like animal instinct and hunger (obviously) are kicked into high gear after someone turns into a zombie in that movie. Adrenaline is ruled out as a reason for running, because since they're dead in the normal sense, their blood has congealed and no longer carries hormones like adrenaline to the brain or other parts of the body. Running also appears to be affected by how fresh a zombie is. In the movie, you'll notice that some of the more decayed zombies move considerably slower than the fresher ones. Losing muscles due to decay would hamper anyone's running abilities. So in short, I believe the DotD2005 zombies run because the disease causes their brains to revert back to a primitive and hostile state.

I guess it depends on what you mean by the question. Running zombies are certainly more disturbing, from a survival standpoint. But if I had to pick one, it would be the traditional walking zombie. Rigor Mortis, right? Plus, I always thought it was kind of cool that really, by itself, a zombie wasn't that big of a threat to anyone who was aware of it's presence. It was only when the infection had spread and there was a swarm of them that they really became a problem. Because even if they are just walking, surrounded is surrounded. Running zombies don't really have too much of a downside, which diminishes their character. However, I'm not opposed to "leader" zombies and "grunt" zombies. Or it makes sense that the fresh undead would still have a bit of a spring in their step.

In Haiti, there are REAL zombies. However, they are just people that have been drugged and they look dead but they are not dead. ALWAYS THINK CRITICALLY! BE A BUILDER NOT A DESTROYER!

They don't, the trudge along with very little animation. That's why in reality they're a very easy opponent to overcome as long as you don't get cornered by hundreds of them or something.
