i think that torchic is the best starting pokemon so good choice. if you're at the beginning of the game some good pokemon are...
makuhita - it evolves at a low level (24), and when it does it turns into hariyama. this pokemon has high HP and a high attack. good for starting out. can be found in granite cave. it also has the ability to make its attacks 1.5X stronger when under a special condition and when attacked by ice or fire the damage is cut in half.
aron - has high defense, he is good for those time when you need to buy some time to heal your pokemon. when it evolves at level 32 its attack goes up and even more at level 42 when it turns into aggron. has massive defence just keep away from water, ground and fighting and you should be good. it can also learn a lot of TMs. aron is found in granite cave.
my other pick is abra. when it evolves at level 16 to kadabra its special attack is huge, its speed is also good. to make it evolve again to alakazam you must trade it to someone (and then obviously back to yourself). make sure it learns psychic at level 36! abra can be found in granite cave in the lowest level. there trick to catching it, you must get it on your first turn or it will run away!
when you get close to the end of the game one best pokemon is groudon. there is only one in the game so save before you fight it just in case you knock it out! you find him in the cave of origin (after awakening him in the seafloor cavern)
tips:
1) don't be stingy! buy lots of proteins, irons, calcium, etc. for your pokemon. they may be pricey but they are well worth it. thats what the money is for right?
2) make sure you don't have all the same type of pokemon in your party, because if one is weak to water, for example, then they are all weak to water.
3) like others have said try to catch em' all i have just given you some ideas that helped me, so if you do catch em' all you can do some trial and error and find what works best for you.
(i did type all of this myself, just in case you were wondering)

The only differance between the two is that Pokemon Ruby has more Battle tents than Contests, and You are more on Magma's side. It is vice verca for Sapphire.

You should try to get some good Pokemon of all types. Put one of each type on your team, then you'll be ready to face an opponent with any type of Pokemon. Go to Serebii.net , click on Pokedex, find the Pokemon you want, click on it, scroll down, and it will tell you where to find the Pokemon you want on the different versions. Try it! It works and helps a lot!
