I am looking for a program that will turn cross-stitching pictures to a graph so it can be cross-stitched?any software or websites will be helpful.Thanks.

Try this site, You can download a trial version and play with it. I think you can use their patterns, change them but can't save anything.

There are a few out there but I would suggest trying a demo version before you buy a copy. They can be expensive and the programs I've tried do not have all of the features that I would like in one program. I'm currently using two different programs so I have all of the features I want.
