Ever since my neighbor's boyfriend moved in after they had a daughter, all he does is beat the daylights out of her and they're always quarreling last time I saw her and she had bumps and her face looked seriously difigured. I dont know what to do he's about 21 years old and hangs out with other gang members from ages 12-24.
Last time I called the police but as soon as the car drove to the middle of the street, the cops drove away I dont know why.

If you've already reported what you've seen to the police you should just lay low and don't get in the middle. Are the rest of the neighbors decent? If so, just be friendly with them...it'll at least make you feel more secure.
If not, it's time to move.

Hmmm. Not much you CAN do and maintain your own safety. If you're ony renting, move. If they have the same landlord, you can try complaining to him about the noise, but chances are he'll tell them you complained and you'll get more trouble than you need. If you own your place and/or can't move, I'd just keep calling the cops. If you bug them enough, they might do something about it.

WOW, uh, just a rule of thumb, not doggin you or anything, but if the police ran away, maybe it's time you moved...and if you have to stay , uh, safe way would be to just avoid it as much as you can, and get a guard dog or somethin, doesn't look like you're in a safe situation. GET SAFE!

if u get into it he might just as well start slapping u around if he finds out ur somehow involved. i know it might sound bad to say this but sumtimes a person gets what they deserve if she knew what he was like when she decided she wanted to be with him then thats what she gets and only she can make the decision when enough is enough until then leave it alone hopefully she get some sense knocked into her (no pun intended) but if ur really scared for her life then keep dropping dime on him until it rests but keep it anonymous. only she can control what happens to her. its sad. pray for her.

If you hear or see him beating her call 911 - otherwise stay out of it - there are times when you try to save someone you end up being the victim.
