No, it isn't a rejected call. I had the same thing happen with a relative. It just means that they have to put more credit in their phone. Try again a bit later and you will see.

Depends on the service provider, but it generally means a rejected call. When the person fails to answer, generally it will go to voicemail after 4-5 rings. If the cell phone is off, or the person is out of coverage, it will go directly to voicemail. Also, if the person attempts to call you at the exact same time you attempt to call them, it will go directly to voicemail. Often times as well, if the person is roaming, or goes out of coverage briefly, the first ring will be longer than the other rings.

It could mean:::
1. she has no service
2. her phone is off
3. she rejected your call
But it is most likely 1 or 2.

More than likely her phone is turned off and if it is it will ring once and then go to the voicemail.

If the cell phone is turned off (powering the phone off with the off button), then the voice mail will answer on first ring.
I have Boost Mobile. When a call rings, I can hit a "No" button to make it go to voice mail as soon as I hit the button (could be first ring, could be 4th ring, just depends on how fast I hit the button). Otherwise, the voice mail usually answer on 5th ring.
Oh yes, and it they have ran out of minutes (No Service), then on Boost at least, you don't get voice mail, it simply answer, the person you are trying to reach is unavailable, please try your call again later".... Probably different messages with different cell phone companies.
