I Wanted to make a Hardtop for a 89 or 90 Z/28 Convertible.
Never did.

Mercedes-Benz SLK class, or Volkswagen Eos, I think the new the new Mazda MX5 is also avalible as a hardtop but personally I love European cars, so I'd go with the Mercedes if I could afford it, or the Volkswagen if i couldn't, The Eos has four seats, neither of the other cars I mentioned do, which might make it the more appealing car depending on what you want.

The new Pontiac G6 has a hardtop convertible as well as the Mercedes.

Pontiac G6, Mercedes SLK, and the new BMW 3 series will be coming out with one, but maybe not until next year.

You can get insurance for any car you'd like to at age 17 if you're willing to pay the price. Yes, convertibles generally cost more, for the reasons you cited.

as far as I know, the only manufacture was ford. I don't think any one has done it sense. They did it with a thunder bird in the 40s I do believe.
