Corporate culture and rewarding innovation. In fact they highlight revenue from new products on their 10-k's and q's. One thing they do is allow employees to spend several hours a day doing nothing but dreaming up ideas. They provide funding and capital for new ideas, and allow employees to take risks. They also allocate a large amount of funding towards R&D, I believe it is nearly 10% of revenue. This is very high for a mature company.

Try doing a journal article search for "innovation at 3m". I've read several academic case studies and journal articles on this in a recent Management of Technology class.
