If you have sensitive skin, I would avoid Noxema for the three main reasons that people LOVE it so much for: Menthol, Eucalyptus and camphor. Actually, the camphor might feel a bit healing but the Menthol and Eucalyptus on sensitive skin may sting or burn and, if used for prolonged periods of time may cause break out or redness.
I have listed the Instructions, Ingredients and Directions from a jar below. There's a lot of oil in this product so it doesn't just rinse of, a shammy or washcloth will be needed and, again if you have sensitive skin this might further irritate it.
Also, it IS a cleanser so do rinse it off. It's not to be worn as a moisturizer unless perhaps your sunburned and then, it's only used as a coolant.
If you're looking for a "cold cream" type of cleanser, try Ponds. If you're looking for a moisturizer, try Cetaphyl or Purpose or Oil of Olay which are all drug store products and quite good. Of course there's much more expensive potions in Department stores and spas that are wonderful - something for every budget.
