Try getting a product called Iron Out at Lowes or a similar store. It is a granular product that can be dissolved in water for a low concentration or mixed with a small amount of water to form a higher concentration paste. This will react with rust stains and remove them. A light brush (tooth brush or something) can be used to aid in the stain removal. It may take several applications, but with some work it should come out if the stain is from a ferrous material. You may want to take it easy at first to make sure it doesn't damage the porcelain. Just follow the directions on the container.

Most likely it is a rust stain and you can find a chemical at a good hardware store or plumbing supply that is used to clean iron deposits. I just can't remember its name. Comes as a powder that is mixed with water. Just ask for something to clean iron deposits
