they say get a cup with warm water and some dish washing liquid and sock it in there for a little while and it will bring back the sparkle

First of all, if you go to a high-end jewelry store and get your jewelry polished, cleaned and steamed, it's usually free and is so much better than a home remedy. Sometimes they even give out small jars of jewelry cleaner for free. It's good to get your jewelry checked about every 6 months (also free).

Using pastes is a common mistake that people use when cleaning their jewelry. TRUST ME! I worked in the industry. The ABSOLUTE BEST thing to use is a VERY soft toothbrush and mild dishwashing detergent like Dawn dish soap (you can dilute a small amount with water to make it sudsy). Brush gently, and if it is really dirty, you can let it soak for a little while in the mixture before brushing. Keep in mind that gold does scratch, as well as gemstones, and that will be counterproductive if you aren't gentle because those little scratches make it look dull.

The reason you don't want to use toothpaste or baking soda is that it will leave a thin film which will detract from the shine... I have seen it a million times where someone brings a ring in and under the microscope you can see the toothpaste - GROSS!

baking soda, warm water and a soft tooth brush.

make a watery paste with the warm water and baking soda and scrub it with a soft tooth brush then rinse with cold water and dab dry with a soft cloth to keep the shine.

toothpaste and cold water will make a diamond and ohter gems shine

White Vinegar...soak a few minutes, then scrub with an old toothbrush.
