You can't. You can only get "Mystery Events" in Sapphire
In Petalburg City Pokemon Center, talk to the boy by the counter and fill the thing out like this "Mystery Event Is Exciting"
You need 2 gameboys. One with Ruby or Sapphire and an e-reader. Mystery Events is just to unluck extras with the use of the e-reader.

Easy. In the town where you meet your dad (Gym Leader dude), go to the Pokemon center and talk to the Guy next to the PC. After he asks you what your statement is, tell him, "Mystery Gift is Exciting". After that, it should be availiable to you at the main menu. You need two people with this on their game, and a Link cable to make it work.
